  1. The article suggests that the two insurance policies being debated by the parties are not equal in cost to the state or benefits to the teachers. So, there is seemingly room for reasonable people to disagree on which insurance company should be used. Scott Walker appears to be saying that only the employer should decide this issue. The union seems to want a say in the question, since the effects of the insurance policy on teacher's pocketbooks would normally be considered a job benefit, and therefore a topic of discussion during contract negations.

    Scott Walker, the governor, is being recalled, principally due to his efforts against unions in Wisconsin. It will be illuminating to see how the people of Wisconsin feel about this issue.
