3. Yes, JL, but it's very difficult to keep the prosecutors from having excessive influence on the grand juries, and to keep judges from stacking juries, and very difficult to inform enough people to make a dent in either, especially when the media are so adept and experienced at pushing their own agendae day after day after day.
